PORT ARTHUR. BESIEGED IN DESPERATE PLIGHT. Refugees at Chifu picture Port Arthur as being in a desperate plight. Cholera has started, and the defenders are said to have been reduced to a few thousand. The Japanese are in possession of all the exterior forts and three ( inner ones. The excitement is growing. Heavy firing on the east side of Port Arthur was heard on Friday morning. SUFFERING FROM THE COLD. Forty-four degrees were registered on Saturday night, causing serious discomfort to General Kuroki’s army, which is khaki clad and sleeping outdoors. The supplies of winter clothing are now arriving. General Kuropatkin reports that th'> Japanese were inactive along the entire Manchurian front on Thursday. OFFICERS IN DISGRACE. At Kuropatkin’s request General Orloff has been recalled to St. Petersburg and dismissed from the army. A commissariat officer at St. Petersburg has been court-martialled for substituting sand for explosives and seventeen waggon loads of mines intended for the front.
