Balfour, in reply, to Mr Bowles regarding the Malacca incident, said the object of Britairi’a very strong remonstrance to Russia was to prevent a new incident, - and the first which had occurred since the Treaty of Paris and Treaty of London, from developing into one calculated to cause a great deal of strain between the two countries, a condition of strain which might esily be developed further. “ The actual arrangements,” said Mr Balfour, “is in the nature of a compromise, and we have obtained the whole subject of our contentions.” Referring to the Knight Commander decision Mr Balfour declared that Britain adhered to the contention that the circumstences alleged, whether true or not, was no justification for the sinking' of a neutral
ship. Mr Gerald Balfour, replying to a -<* question, said that 1,881,000 tons of British steam coal had been exported to Russia and 87,000 to Japan since December.
