RUSSIANS RETIRE ON HARBIN. Niuchwang has been completely evacuated. Many mines in Kerr Bay are still undestroyed. The destruction proceeds under the protection of a bombardment. The Miyako struck a contact mine, sinking in 23 minutes. Two petty officers were killed and six men wounded. Advices from St. Petersburg, received in Paris, state that General Kuropatkin expected to retire on Harbin with twelve thousand men to await reinforcements. He calculated the Japanese will be six weeks in reaching Harbin and they will there find a quarter of a million Russians.
