Another War.
BIG ALBANIAN RISING. Diplomatists consider that war between Turkey and Bulgaria is inevitable. Turkey is showing no signs of seriously applying reforms, and is concentrating great forces on the Bulgarian frontier. The exaction of taxation is driving many into Bulgaria. The tax on cattle, coupled with a rooted objection to reforms, led to an Albanian rising. Twenty thousand Albanians are besieging Shemsi Pasha with twentyfive hundred Turks near Diakova. Shemsi Pasha is without provisions or water, and lost one hundred men in the fight. Reinforcements from Uskub are hurrying to his relief.
