Details of the Government’s legislative proposals in regard to secondary education have now been published, and are on the lines already suggested by the Premier an his public utterances. Before being admitted to a secondary school a pupil must have at least passed Standard V. Every endowed secondary school must give one free place for every £SO of its net annual income derived from endowments. In lieu of these free places* however, the governing body may, with the approval of the Minister, substitute scholarships of equal value. On the application o£ the Board the Minister may establish a high school in any place where there are not less than sixty pupils who have passed the necessary standard, and-whose parents have expressed in writing their intention of enrolling them in such high school. The regulations
of all secondary school a must be approved by the Minister, and the schools, are to be open to inspection and examination by the Department. The Minister is also empowered to make grants,; out of moneys appropriated by Parliament, in aid of the erection, acquisition, or equipment of buildings for secondary schools. In regard to voluntary contributions received by any Board on account of any district high school and secondary school subsidies will be paid as follows For every £1 be-, queathed a subsidy of 10s, with a limit of £500; for every £1 of voluntary contributions a subsidy of £l. It is also proposed that the Minister may disestablish any district high school where there are less than twelve pupils holding a certificate of proficiency. He may also, at .the request of the Board, disestablish any diatriot high school with a view to establish a high school, or disestablish any high school where there are less than forty pupils, or disestablish any high school if there is in the same district an endowed secondary school giving free places as provided. The scale of grants varies, according to the endowments, from £4 for each free pupil the net endowment is over £l6 per head of total roll, to £lO 15s where the net endowment is £1 per head of total roll.
