The Port Arthur Conference.

INCREASED RUSSIAN ACTIVITY. Delegates to the Port Arthur Conference admit that the contingency of war was discussed. Reuter’s Port Arthur correspondent asserts that there are indications that the immediate outcome of the conference is increased Russian activity in Manchuria. Opposition to the opening of ports is said to be due to Russian objections to the Consols accredited to China living in towns practically under Russian control, with the' prospect of their nations enjoying extra territorial rights and thus leading to friction similar to that which was experienced in Niuchwang.
