TROOPS ARRIVING AND MORE EXPCTEED.

The Conference .at Port Arthur includes the Governor of Vladivostok, the Russian Agents at Korea, the Railway and Steamship officials, and a group of St. Petersburg financiers. The chief question discussed was the consolidation of the Far Eastern possessions under the control of the Governor-General. The Russian Mining Timber Company, which is practically a Government institution, and which controls the timber concessions of Yalu, is introducing tramways and electric light into Munchwaag, Mukden, and Harbin. There are 80,000 troops at Port Arthur and 16,000 more are expected.
