TRADE WITH MANCHURIA
-America and Japan will refuse to conclude a* commercial treaty with China if the question of the opening of Manchurian ports is left in abeyance. * It is reported that Sir Ernest Satow, British Miniatar at Pekin, will be allowed greater latitude than heretofoto, and be instructed, in conjunction with the Japanese Minister, to press China to come to an early and direct understanding ' regarding Manchuria. •- ‘ In the House of Lord Cranborne, Parliamentary Secretary to the Foreign . Office, 'announced that China declares she is negotiating with Russia to preserve China’s sovereign rights over Manchuria, and will respect all treaty rights.
