Japan and her Navy.
At the close of the Japanese naval manoeuvres at Kobe the Mikado urged the fleet to fresh efforts to secure efficiency, declaring that the condition of all nations at present depended upon the development of their navies. The presence at Colombo of eight Russian warships proceeding to Port Arthur has created uneasiness. Ordinarily only two foreign warships are allowed to enter the port simultaneously.
The Russian officers are allowed to investigate the arrangements for storing coal.
