TO THE EDITOR OP THE MANAWATU HERALD. Sir, —On arrival of the scow Whangaroa from Newcastle with zoo tons of coal, I arranged with the master to supply a horse to unload, to my surprise on the following day I was informed that Mr B. Spelman was the only man in Foxton allowed to work a horse on the wharf, and consequently I was refused when I was prepared to do the work at iss per day. The Master was obliged to pay Spelman 15s and dismiss me. Now, Sir, I am aware that Spelman has the contract with the Railway Department for shunting wagons, but my contract was a private one with the ship and independent altogether of "he Railway. While on this subject nerhaps it is as well to bring under lotice the great injustice of having one nan monopolizing the shunting at the wha - f It is true he has a contract with the Railway at 15s per day. Yet other men just as competent have been barr d from contracting although tenders have been made to do the work by other parties at a lesser amount and with ths necessary guarantee. Of murse the Government has a free hand n dealing with these matters, but why should I be debarred from doing work hat is altogether independent of the Railway shunting.
