Russia and France.
An article in the newspaper «Novoe Vremya ” states that the French and Russian navies are able to dispute Britain'* supremacy on the sea. The article goes on to 9£Y “hat Russia is willing to shed torrent of blood to defend France on land; provided she is able to rely on the French fleet,' ; There is exceptional military activity at Kieff and Odessa, Arraugments have been completed for a hundred thousand first-class reserves and a hundred and eighty thousand second-class reserves to join the colours within a fortnight after an emergency call.
