The German, French and Italian Ambassadors have been instructed to urge the Sultan to accept and execute the prescribed reforms. Russia warned Bulgaria that th© mobilisation of troops by Turkey is in accordance with advice given the Porte to prepare for every' eventuality. Thereupon the Bulgarian commercial agents in Turkey were instructed to urge every Bulgarian to promote tranqirilifry and to warn disturbers that they would receive no help from Bulgaria, inasmuch as Turkey has a free hand to crush disorders;
