Lord Balfour of Burleigh, Secre-, tary for Scotland, stated that Germany and Britain agreed upon joint acfeiopiip Jastfi * - It is announced that the blockading Powers consider the offer of 80 per cent of the Customs at Puerto Cabello and La Guayra sufficient to justify raising the blockade, if the non-blockading Powers interested do no participate in the receipts therefrom. The representatives of the different Powers at Washington have cabled to their respective Governments urging the prompt acceptance of the offer of Mr W. H. Bowen, American Minister at Caracas, and representative of Venezuela on the. A rbitration Commission, ; ',-so as|J'6 j.ehablV'- the b’ockade to be raised.
