MR KRUGFR’S PROCLAMATION The .Supreme Court of Pretoria, in an action for recovery of rent, decided that Mr Kruger’s proclamation of the 25th October, 1809, abrogating the payment of rent and interest during the continuance of hostilities-, was invalid. The Government has submitted a vote of three millions for tree grants to burghers, and two million for loyalists in the Transvaal and Orange River Colonies, and three millions for supplementary loans to burghers and loyalists, The projected vote of three millions is intended to enable the colonies to make loans in accordance with the Vereeniging agreement, repaying Britain out of future colonial loans. The Chancellor ot the Exchequer (Mr Ritchie), in asking the House to proceed in Committee of Supply intimated that the Government originally understood that tree grants would emanate from A colonial loan, but would yield to the Boer interpretation of the Vereeniging agreement in order to prevent a grievance. The present moment was unfavourable for a loan, but he anticipated there would be a favourable opportunity in the spring.
