Afghanistan.
Lord Cranborne, Parliamentary Secretary to the Foreign Office, stated in the House of Commons that Russia had proposed to Great Britain the establishment of direct relations between Russia and Afghanistan regarding frontier matters. Russia promised that these direct relations would not bo of a political character, but that she would continue to consider Afghanistan outside the sphere of Russian influences. Britain, added the Minister, had replied that, considering the understanding that Afghanistan was outside the sphere of Russian influence, it was impossible to entertain Russia’s proposals, or submit them to the Ameer, without ‘a more precise explanation of the methods suggested for the exchange of communications between the frontier officials, the limitations to be placed on those communications, and the means of enforcing those limitations. There has been no reply yet from Russia to the objections raised by Britain.
