Chinese Affairs.
China is urging Russia to restore Manchuria and to evacuate New* chwang, on the Gulf of Liao-tung, in return for the Manchurian section of the Pekin-New-chwang railway, at Britain is ready to surrender Chi-li section.
Russia’s hesitation to comply with the request is arousing suspicion.
