The Transvaal. PEACE NEGOTIATIONS. Active telegraphing is proceeding between Lord Kitchener and the War Offices and Mr Chamberlain and Lord Milner. Cabinet has been summoned to meet. The "Daily Mail" says:—ln response to the Boer haggling at Pretoria a practical ultimatumn on vital points has been presented by Great Britain, with an intimation that in the event of refusal Lord Kitchener was ready to strike. The delegates transmitted the ultimatum to the Vereenigin Conference A majority acceptance is expected. The delegates at Pretoria include Mr Steyn John Brand and Hertzog. _ , The conference at Verceniging is merely suspended. AGREEMENT FRAMED AT PRE* TORIA. The chief points in the scheme of surrender have been satisfactorily settled at Pretoria. Cabinet sat for two hours to-day considering questions in detail. The final vote on the entire schema will be taken at Verceniging in a few days. DECISIONS OF THE BRITISH CABINET. Cabinet's decision has been cabled to Lord Milner, and has been com* municated to the Boer delegates. Mr Chamberlain had audience with the King after the Cabinet meeting. Ministers have returned to their country residences. The Standard states that the Boers have abandoned their claim to independence, and have restricted themselves to raising the questions of amnesty to rebels, "the expenses of rebuilding and restocking farms, the adjustment of debts, _ the status of burghers prior to the initiation of representative government. The Standard adds that the agreement drafted by the military convention provides for the Boers on surrender or dispersal becoming Britishers, but the question of an amnesty rests with the King, None of the details offer an insuperable barrier to the early declaration of peace. « BELLS OF PEACE." The Transvaalers in sending representatives to Vereeniging, left the matter to them, but the Free State representatives did not. obtain equally full powers. . . . The representatives at Vereeniging favouring peace without independence were subjected to bitter taunts. » The Standard’s correspondent at Pretoria states that up to Saturday the proceedings at Vereeniging were taken up in Free State recrimination rather than in discussion on the lines tentatively agreed on by the Boer leaders and laid down by Lord Kitchener in April. , . _ Calmer counsels prevailed on Sunday, and the Free Staters suggested points, offering agreement on their part if these were formulated. The leaders then came to Pretoria, where the final agreement was drafted. If, as is hoped, this is signed, the decisive step to a general submission will have been taken. The Mownq* Past’ says that as Mr Seddon is the last man to wish for 'peace except on a basis of absolute paramovmtcy, his cablegram to New Zealand stating that unless the Tenth Contingent hurries up it will be too late is significant and hopeful. Four hundred Middleburg Boers, it is reported, have determined to surrender whatever may be the result of the peace negotiations.
