Relations of Various Nations.
The Emperor, Francis-Joseph, in his speech to the Delegations at Perth stated that the continued friendly agreement with Russia in regard to the near East was particularly calculated to strengthen the cause of peace and order in the Balkans. Count Goluchowski, Imperial Minister for Foreign Affairs, addressings the Austrian Delegation, said a renewal of the Triple Alliance was impending. He described the dual agreement between France and Russia as a highly valuable complement. The Minister eulogised the AngloJapanese Treaty and the FrancoRussian agreement, which were equally pacific, and also alluded to the separate specific understanding between Italy and France. If, continued the Foreign Minister despite warnings in Turkey, Bulgaria, and Servia, a policy other than the maintenance of the status quo in the Balkans was pursued, it would be necessary for the combinee strength of Austria and Russia to cope with the danger, and the agreement between them would enable them to effect a settlement satisfactory to both.
