The Filipino War.
Major Mailler, giving evidence before the Philippine Atrocities Commission at New York, stated that General Jacob Smith ordered that the Island of Samar be converted into a howling wilderness, that no quarter be given to anyone over ten years of age. Three other officers confirmed this statement.
