Russia having extended the tele* graph line across the Tumen river, the northern boundary of Korea, without permission, the Korean Government protested. M. Bean, who succeeded M. Picton as French Minister in Pekin, is taking occasion to emphasise the French claim to a protectorate over the Roman Catholic missions in China. The Minister is withholding presentation of his credentials until the murderers of two missionaries are published and the status of missionaries in Manchuria is settledSeven thousand of the' Dowager Empress’s body-guard and the attachees to the Legations have returned to Pekin.
