American newspapers are bitterly disillusioned at Mr McKinley yielding to ihe allies in China on all points.
The Russian organ " Novoe Vremya" considers that the stipulation introduced in the Joint Note at the instance of Britain, that the troops remain until the fulfilment of all the conditions, makes the Note an ultimatum. It holds, however, that Russia remains unaffected, inasmuch as Manchuria is outside the jurisdiction of the authors of the Note.
Other Russian journals foresee a prolongation of the crisis in China with the view of preventing international interventions in South Africa and strengthening Count Waldersee's hands.
