CONFISCATION OF LOOT.
Ching Sing, a Manchu mandarin, who was guilty of anti-foreign outrages has been appointed Governor of the province of Hupeh. The allies are distributing much rice among destitute Chinese. M. De Lanessan, Minister of Marine has seized at Marseilles forty cases containing art objects with had been collected in China. He does not consider that the articles in question can be rightly regarded as prizes of war, and upholds the principle of respect for individual rights. The French authorities are taking steps to restore everything belonging to the Chinese Government that was seized by the troops, with the exception of war mater.als and supplies.
