In a debate in the Senate on the Navy vote, General Mercier widely attacked the British Army and Navy. Amid protests, he urged that it be an urgent instruction to the Government to prepare a scheme of rapid embarkation and disembarkation of troops, and added that if she went to war with Britain, France must invade. The President of the Senate declared that a resolution could only follow an interpellation. M. de Lanessan, Minister for Marine declared that the Government would not for an instant entertain the proposition. The announcement was received with cheers.
