Mr Conger has been instructed to resist the clause proposed in the treaty of peace relating to a separate revision of treaties, because such revision foreshadows special concessions to those who are foremost in intriguing besides producing complications. Advice from Pekin reports that the conference of Ministers is at a standstill, pending teferences on various points to the Powers.
