PREPARING FOR WAR. The Shanghai correspondent of the "Telegraph" says credible reports are to hand that the Empress- Dowager has secretly ordered the Viceroys and Governors to prepare for immediate war against the allies. THE LAST IMPERIAL EDICT. Dr Morrison, Pekin correspondent of " The Times," reports that Li Hung Chang has declared that the edict of the Emperor depriving Princes Tuan and Chang of their rank and offices and imprisoning them for life at Mukden, and degrading other officials, contains the utmost punishment which the court is able to inflict on the ringleaders in the outrages on Europeans. Li Hung Chang also declared that Prince Ching and be himself were threatened with punishment by the Emperor it they do not induce the allies to accept the compromise. Dr Morrison states the Imperial edict is ridiculed at Pekin. It has strengthened the determination of the foreign Ministers to demand the death of the ringleaders in the outrages. Mukden is the ancestral home of Prince Tuan. The name of Tung Fahstang has been omitted from the edict owing to his military power.
