THE AGREEMENT. Commenting on the Anglo-German agreement for the opening up of the Chinese littoral and river ports, the Paris journal " Le Temps •' explains that France prevented the threatened exclusive military occupation of the Yang-tse Valley by the British ; and Germany, fearing that access to the Yang-tse markets would ultimately be closed, hastened to negotiate the present agreement- Clause 3 was intended to enable Great Britain and Germany mutually to partition the Yang-tse if Russia annexed Manchuria, but Russia has not done so. The Standard's Berlin correspondent reports that Anglo- German agreements applicable to other parts of the world than China are impending. NEGOTIATIONS FOR A SETTLEMENT. The allies have agreed to inform Li Hung Chang that their just demands for the punishment of the ringleaders in the outrages on foreigners must tollow the lines indicated in the German Circular Note. Colonel John Hay, Secretary of State, has instructed Mr E. H. Conger the United States Minister at Pckin, to demand the, abolition of the TsungYamen, and the appointment of a Minister of Foreign Affairs. MISCELLANEOUS. France is sending 3800 troops from Tunis to South China.
