DIFFERENCES AMONG THE POWERS.
It is officially announced that in accordance with General Waldersee's instructions, the allied Admirals decided to seize Shan-hai-kwan.
British warships were sent to demand the surrender of the town, and the Chinese evacuating the place the British flag was hoisted. The other flagships of the allied fleet then entered the port, and their respective allied flags were hoisted. Renewed preparations are being made for the expedition to Paoting-fu. M. Degiers has informed his colleagues that his Government, with the other Powers, had agreed to withdraw from Pekin to negotiate at Tientsin. The other Legations assert they have not received such instructions, and no officials responsible tor the recent massacres have yet been punished.
