There are indications that negotiations tending to agreement on important questions beyond punishment of the Chinese ringleaders are proceeding between the Governments of Great Britain and Germany. Before replying to the proposal of the Emperor William that Chinese authorities should surrender the instigators of the outrages before negotiations are entered Into, Lord Salisbury is awaiting the receipt of information from Sir Claude MacDonald, the late British Minister in China. The isolated action of the United States Government and its refusal to allow the American commander to cooperate with Count von Waldersee, the in-Chief of the allied forces, is understood to be due to fear of a rupture between the allies and Ching. INDICATION OF AMERICAN POLICY. The New York " Herald " declares that the attitude of the Government at Washington has been due to an endeavour to prevent the dismemberment of China, which is regarded as inevitable. America is, however, determined to exact from the Powers acquiring territory a guarantee that United States trading rights will be respected. RESIGNATION OF THE JAPANESE PREMIER. Marquis Yamagata, Premier of Japan, has resigned, and Marquis Ito has been summoned by the Mikado to form a Ministry. The latter favours heartier co-opera-tion with Great Britain to prevent the partition of China.
