+ CAPTURE OF YANGTSUN. News has been received that the allied troops captured Yangtsun on the 6th inst. after four hours' fighting against 15,000 defending Chinese. The casualties of the allies numbered ' 200. The correspondent of the Standard cables that the country around Pekin is under water, and that the city is perfectly unapproachable. RUSSIA INQUIRING FOR : CATTLE. 1 Inquiries are being made from London on behalf of the Russian Government for 3000 head ot cattle for shipment to Vladivostock. Owing to the prevailing high prices and the difficulty of finding suitable vessels for transport, there is little chance of the order being fulfilled. MESSAGE FROM PEKIN. The Austrian Minister cabled on 4th inst. that the Austrians and French are defending the French Legation, which had been incessantly bonbarded with cannon and rifle fire, though less severely since July 16th. M. Pichou, the French Minister, in a cypher message to M. Delcasse (Minister for Foreign Affairs) says that before leaving Pekin the Ministers await an allied escort sufficient to protect 800 foreigners. Li Hung Chang fears that the anti. foreign element is triumphant at Pekin # APPOINTMENT OF A COM-MANDER-IN-CHIEF. General Count von Waldersee, late Chief of the General Staff of the German Army, has been appointed Com-mander-in-Chief of the allied forces in China. He will sail for the Far East in a fortnight. The Czar of Russia has congratulated Count von Waldersee upon his appointment and the selection is generally approved. POSITION AT SHANGHAI. Guns from the warship Terrible have been mounted at the British Consulate in Shanghai. Admiral Seymour recommends that 3000 men should be landed, but Mr J. Goodnow, the American ConsulGeneral opposes, such a course on the ground that it would create trouble if carried out. The French Consul also disapproves the suggestion. Mr Goodnow reports that a considerable British force has landed at Shanghai. A complete Indian Brigade will be landed by the 12th inst. A TOWN BURNED. The Chinese have burned the town of Hai-cheng, in the province of Liatong, and destroyed the railway rolling stock. TRE " BLACK FLAGS." Three thousand "Black Flags" have started from Southern China, ostensibly for Pekin. FIGHTING AT NEWCHANG. A force of Japanese sailors landed at Newchang to assist the Russians, who were defending the settlement against Boxers and Imperial troops. Fighting lasted the entire day. In the afternoon the Russian gunboats bombarded the native city and forts. The Russians stormed and captured the place, and introduced Russian administration. FURTHER RUSSIAN SUCCESSES* The Russian troops in Manchuria have relieved Chartsin and retaken Hia-Cheng. At Aigun, on the right bank of the Amur, a Chinese general and five officers were captured. GATHERING OF THE ALLIES. There are now 38,000 allied troops in the vicinity of Tientsin, including 16,---000 Japanese, 10,000 Russians and 6000 British. It is expected that by the end of September 78,000 troops, with 280 guns, will be assembled in the province of Chili. Russia, on the same date, will have massed 142,000 men, with 242 guns, in Manchuria. There are eighty-two warships in the Gulf of Pe-chi-lie and twenty-two at the entrance to the Yang-tse.
