M. Lockroy, ex-Minister of Marine writing to the newspaper "La Patrie," states that the war between France and Great Britain is a certainty in the future. In two years, he points out, the French Naval Committee has increased the expenditure on naval bases to sixty-one and a qnarter millions of francs (£2,540,00) in France and six millions (£245,000) in Noumea.
