Wellington, Dec. Ist, 1899. Sir, — Adverting to a circular letter, a copy of which was forwarded to you, dated Sept. 4th, 1899, drawing attention to the excessive weights of bales of Hemp forwarded for shipment at this Port, and pointing out that it would be advantageous to every one concerned that a four cwt bale should be adopted, I now have to inform you that as the action proposed by the Board to limit the weight of bales 4J cwt has not yet had any appreciable effect in reducing the weights, it has been determined that on and after the Ist January, 1900, bales of hemp exceeding 450 (four hundred and fifty) lbs in weight will be charged rates for wharfage and other services rendered equivalent to one and a half times the rates charged for bales of or below that weight.
