The Transvaal. It has transpired that the million cartridges which were permitted by Mr Schreiner, Premier of Cape Colony, to ba landed at Port Elizabt-tb, and thence conveyed across Cape territory, were never intended for the Orange Free State a.s stated, but went straight to the Transvaal. Intense anti-Schreiner feeling prevaih in Capo Ojlony. The Portuguese authorities have liberated th 9 members of the Boer police who were recently arrested here, and they have also released th? the ammunition intended for the Transvaal, which ha 3 been din tamed for som? days past in D^lag.m Bay. The action of tha local authorities has baen taken in Dursuaocs of instructions received from Lisbon. The English nawspapars, attribute i'ortugal's action to Mr Schreiner's example.
General , Joubert, speaking at Boksburg, said there certainly . would not be war if Great Britain ' ■lid not ask for further concessions. The stoppage of stores at Delagoa : Bay was a trifle. It only affected 400 rifles and a little ammunition, 'ortugal hid behaved like a friehtened baby io ihp matter. The reply of the Transvaal Go vernment to Mr Chamberlain'-*** -irspatch has been handed to Mr Cioyngham Greene; tho British Agent. It is understood that the Transvaal consents to the holding of a conference at Capetown, and expresses its willingness to explain the working of the franchise and to receive friendly suggestions on that and other matters. Afrikanders in Cape Colony consider that the presence of Mr Fischer a member of the Orange Free State Executive, at the secret session of Transvaal Yolksraad, is a hopeful indication.
