General Joubert, Vice- President of the Transvaal Executive, says he desires peace at any price except the sacrifice of the independence of the Republic. The burghers at Klerksdorp and Nigel (in the vicinity of Johannesburg) declare that they will refuse to fight for the Republic in the event of war unless the dynamite monopoly is cancelled* The Natal Government was requested to carry on its railways a quantity of empty cartridge cases consigned to the Transvaal Government. In contrast with the policy of the Government of Cape Colony, which lately conveyed a million cartridges from Port Elizabeth to the Orange Free State, the Natal Government declined to allow the consignment to pass. Mr Schreiner has also promised to be guided by Sir Alfred Milner hereafter, and he added that Cape Colony would be neutral in the event of war.
