•9 ' The report of the Victorial Commission on the treatment of habitual drunkards has been issued, j The Commissioners recommend the establishment of a retreat at a French Island. Parsons committed there are to be compelled to ■work. When released they will be
given an allowance proportionate to the value of the work they have done. In is also recommended that criminal drunkards be kept in country gaols and separate from other prisoners. A further recommendation ia that the law be made mbre stringent against the supply of drunken person? and children with liquor; The C >mmission recommends that a hospital ward he set aside for the treatment of inebriates and other persons found in the streets in an insensible condition. >
