The Transvaal.
The "Times" confirm* the reports of the defensive preparations make by Great Britain in South Africa. It ha? transpired that arrangements for the transhipment of troop 3 are being, completed, and that eight special service officers are leaving England to organise the local force?, the police and the residents on thfl frontiers of B-itiah territories. Lord Wolaeley, C >mmanderon Chief haaalso prepared for the despatch of the larger force which may be needed in the event of failure of the negotiations with the Transvaal Government.
Lord George Hamilton, Secretary of State for India, speaking at Ohiswich, declared that no Government could hope to stand in Great Britain if it failed to enforce the moderate demands made at the Bloemfontein conference by Sir Alfred Milner. The First Kaad has recommended that in fatare newcomers in the Transvaal shall be entitled to the franchise five years after they had been naturalised for two years J or in Beveu years. It is also recommended that four new members, to represent the gold fields, be added to each of the Raads.
The First Baad, in open session, by twentysix votes against two, has adopted the concessions in regard to the franchise which were agreed upon the other day at a secret conference of members of both Chambers of the Legislature.
