In the House of Commons, the Eight Hon. W. St. John Brodrick, Under Secretary for Foreign Affairs, explained that under Great Britain's agreement with Russia regarding the Yantse-Kiang Valley it was provided that no portion of that region which was now Great Britain's paculiar sphere would ever be leased, mortgaged or alienated to any other Power
Besides this, the Right Hon. Mr Brodrick stated that Great Britain's Treaty rights to territory north of the Great Wall of China would remain intact.
