Foxton Borough Council

The usual monthly mteting of the Borough Council was held at the Library buildings last night at 7.30. Present— Crs Alf. Fraser (Mayor), "^ Hennessy, Rhodes, We3twood, Walsh, Easton and Purcell, .

The minutes of the previous meeting were read and confirmed.

The following resolutions were agreed to — Proposed by the Mayor, seconded by Cr Purcefl, That the permission asked for by Messrs Kemp andjupp to build a punt on the bank, of the river be granted if the sit* is under the control of the Council.

Proposed by the Mayor, seconded by Cr Easton, That the following endorsement be made upon the plans deposited with this Council by Mr John Davies, "In pursuance of Section 252 of the Municipal 7 Corporations Act, 1866, the Council of the Borough of Foxton hereby permits the granting and reserving of rights of way over the strips of land shewn on this, plan and being that strip of land called Cookstreet, starting from the east of John-ston-street and ending at the eastern boundary of this land edged green on the plan, also to so much of Futterstreet as is enclosed in green, and the strip leading from Union-street to Cook-street. Given under the Common Seal this ist day of May." Proposed by the Mayor, seconded Sy Cr Easton, That fhe name of George Stiles be placed on the Ratebook as owner of sections No. 39-40, situate in the Avenue in place of Sarab A. Trask; and that Alfred Hi .AfbonV name be substituted for that of Rebecca Coley as occupier of section* Nos. 549 to 552 in Johnstoh-strtot ; also that the name of Charles Vincent ; Furrie be placed on the Burgess l4*tV" residential a& tenant of 7-roonifcd house in Ravensworth place.

Proposed by Cr Westwood, seconded by Cr Hennessy, That the accounts as read be passed for payment. Proposed by Cr Purcell, seconded by Cr Westwood, That sixpence a chain be deducted from the amount owing to Dan Morrah for cleaning out Patrick-street and Symons outlet for not complying with the specifications^. Proposed by Cr Hennessy, seconded by Cr Purcell, That Mr A. C. Easton he informed that this Council is willing to take the Borough Valuer's valuation for price of land on No. 1 Line, viz., six pounds.

Proposed by the Mayor, seconded by Cr Rhodes, That Cr Walsh be placed upon the Library and Reserves Committees. -: ..-..,.•

Proposed by the Mayor, .seconded^ y by Cr Walsh,, That this CouncJ[l r in an-T 1 ticipation of its current revenue, do borrow of its bankers, the Bank of New Zealand, from time to time, as required, by way of overdraft any sum not exceeding the amount of its legal borrowing limit.

Proposed by the Mayor, seconded by Cr Walsh, That application be made to the Treasury for £100 on ac« count of £1000 loan to defray expenses incurred on account of Wirokino Bridge. P

On a division being called for, Cr Hennessy voted against the motion.

The estimate* of proposed- receipts and expenditure were then considered, and it was

Proposed by the Mayor, seconded by Cr Purcell, That tenders be called for the formation, claying and metalling of Duncan-street, also carting metal to Avenue-road, Union-street, Main-street, Purcell-street, Patrickstreet and Wirokino-road. Engineer to prepare the specifications for same. Tenders to close at Borough office at 6 p.m. on the 14th instant ; and that a special meeting of the Council be held on above date to open such tenders, and also to confirm Burgess-roll for the year 1899- 1900.

A discussion followed, in which certain Councillors expressed the desire to have the roads first attended to in their own neighbourhood, and the result was that on a division the motion was., not carrie J, the voting being for the motion, the Mayor, Crs Walsh and Purcell, again6t Crs Hennessy, Westwood, Easton and Rhodes.

The other resolutions were carried on the voices.

Proposed by the Mayor, seconded by Cr Purcell, That this Council procure from Railway Department 700 tons of Palmerston metal, to be delivered as may be arranged for by engineer, and 100 yards from Nye's pit for Wirokino-road.

Proposed by the Mayor, seconded by Cr Hennessy, That this Council appoint Mr Robert Chapman as Inspector during the construction of the Wirokino Bridge at an additional salary of £75 per annum, and an assistant inspector and clerk at £100 in accordance with the recommendation of J. E. Fulton, Esq., Engineer.

Proposed by Cr Westwood, seconded by Cr Easton, That a special meeting of the Council be held on Monday evening next to discuss the estimates of receipts and expenditure, and allocation of monies for new roads and maintenance, also as to whether it is desirable for this Council to raise a loan under the Local Bodies Act.

Proposed by Cr Rhodes, seconded by Cr Easton, That the Wanganui Education Board be called upon to stop the sand drift that is becoming a nuisance to Park-street.
