SAMOA
Mr 0. N. E Eliot, Second Secre. tary to Sir Julian Pauncefort British Ambassador at Washington, has baen appointed one of the High Oom missioners to deal with the Samoan difficulty. Mr Eliot was lately transferred to the Washington Embassy from Constantinople, where be had been S.'cre'ary of the Embassy since 1893. During this term of office in Constantinople he acted for a titni as Charge d'Afiairea in Bulgaria.
Germany has expressed the hope that the Provisional Government at Samoa will ba continued till the commission meets.
It is setni-ofihially announced at Berlin that Germany regards the rejection by the Provisional Government of Malietoa'a enthronement as aa infringement of the Berlin treaty. The New York correspondent of the " Times " say 3 the authorities at Washington consider that Admiral Kantz'n action made the situation regular and in accordance with the Treaty.
The German newspapers, dealing with the Samoan crisis, expressed vexation that Great Britain and America have not played Germany's game in regard to the islands.
