Bulgaria has addressed to the Porte a diplomatic Note setting forth in detail some of the grievances from which her subjects suffer. Bulgaria demands that the Porte shall punish certain Turkish policemen who are alleged to have murdered Bulgarian prisoners. Further Bulgaria has protested against other outrages committed up >n Bulgarians in Montenegro. The same Note also makes com plaints against the Albanians. Two Pathans have been arrested fjr tha murder of Calonel le Mar chant, of the Hampshire Regiment, when stationed at Lunde Kottal, on the North-west Indian frontier. Mr S. J. Paul Kruger, in a speech at R vetenburg, said he wa3 willing to concede small thing* to the Outlaoders, but he declared he would not yield to any one in any matter where the country's independence was concerned. The falling of the Nile has imprisoned a British gunboat, far to the Southward. Ie is believed that the- Khalifa is afraid to rnolpgt tb^ crew.
