Manawatu County Council.
The Council held a meeting on Wed* nesday. The following members were present :— Crs. J. G. Wilson (chair* man}, T. Mathews, T. Clark, H. Hammond, J. R. McLennan and A. George, H; Marsh ted i& ' other ratepayers and residents of Sanson asking to be allowed to run stock on the roads. — It was decided to allow stock to be grazed on the roads within the County between sunrise and sunset, until the ist May, 1899. From the Manchester Road Board , giving an account of cost of repair^ t$ y < ; - Aorangi bridge and the grant of the Government. — Amount due by Mama* watu Council passed for payment. From the Engineer, New Zealand Railways, Wanganui, stating that wagons for the carriage of metal en the Tramway would be supplied in April at the rate of 10 trucks a day. • From the Department of Lands and Survey, stating that there was nothing in the correspondence with the Department to show that the consent of the Department was required for the erection of the Wirokino Bridge. In any case it was a matter between the Borough of Foxton and that Department, with which the Lands and Survey Department had nothing to do. As regards the remarks of the Mahawatu County Council with respect to the cost of the bridge, it was on the estimated cost, £5360, as supplied to the Deparrmeut. that the erection of the bridge had been authorised. From the Land and Income Tax Department, notifying that a Voucher had been issued for £375, subsidy on rates. From the Treasury, notifying that the £250 loan for metalling had passed the Audit office. From the Department of Lands and Survey, with draft of agreement of the terms on which the Government will erect the Bulls bridge. In the short discussion which took place it was generally agreed amongst the Councillors that the terms of the agreement were not sufficiently explicit also that there was no other course ;■ open than to accept the offer. .' In respect to the raising of the Council's share of the cost, the clerk said, if the work were ordered by the Governor under section 113^ of the Public Works Act 1894, the jihoney could be raised by loan under the Local Bodies Loans Act 1886, section 16, which providted that the local authority of any district may raise a ; loan by special order without taking a poll. It was decided to agree to th« ... offer of the Government to build the -| bridge. ' \ ■•'-._. From the New Zealand Accident Insurance Company offering to insure the Council's workmen under the Employers Liability Act at rqs per £100 of wages paid. Consideration deferred. Correspondence was received from several firms as to price they could sell iron bark for bridge work for* The lowest price was 24s per 100. From C. Pike, complaining of the road leading to his place. — Directions given to the overseer to have 150 yards metal delivered shortly, from th<e line and spread on this road. -" It was resolved— -That the following ' alterations be made in the 'rate fcpll : W. Morrison in place of Morrison Bros., in respect of sections 87, 93, 97, 98, and blocks 11, 15, .and 16; Mrs J. W. Lammas, in place of Thos. Perry for section 124, Sanson; Airs Kate Dunk in place of J. R. McLennan for section 116, Kawa Kawa riding; Mrs M. Smart in place of W. W. Turkey for section 100, block 10, Mt* Robinson. That the application of Charles Hopping for the transfer of slaughtering license for premises situated on part section 19, near Rongotea, to John F. Bishop be granted. That- tenders be called for the delivery of clay and sand on Beach road; the same to be spread by the roadman ; also that the Engineer be instructed tojget a drain cut on Beach road to let off -the surface water. The following tenders were accepted : Contract No. 63, • Foxton-Shannon road C. P. Nelson, 6/1 1 a yard: No. 64, Rongotea-Longburn road, W. Anderson, 6s a yard ; ; Nc< 6$ Bank's Line, W. Anderson, 6s a jjard; No. 67, Feilding-Bulls-Awahuri «Bads, J. Richards, 3s a yard : No. 68 r ; Wilson's and Bailey's Line, J« Richards, 3s a yard; No. 69, Satwon cemetery, J. Richards. 3s a yard. No. 70, Lee's Line. H. J. Fagan, 3s a yard ; No 71, Freckhngton's Line, R. L. Henderson, "" 2/9 a yard. No. 72, Jones' Line from tram, W. R. Wilson, 3/6^ a yard ; No. 73, River Bank Line, J. Gordon, /i a chain ; No. 74, Stewart's Line, H. j. Fagan, formation 9s, metalling 15s. Contract 72 was accepted subject to enderer agreeing not to commence work until metal is delivered by the Railway Department some time in \pril. That the metalling of iO^chains on Tompkins' Line be left with* the Council's clerk to arrange, and" that the balance remaining on the loan be applied towards this purpose,- v That the amount to be charged to separate district account for porportion of general working expenses for the year ending March 31st, 1899, be four per cent, per annum on the income of each riding.
