Foxton Borough Council.
The ordinary monthly meeting was held last night at 7.30 o'clock at the Library Buildings. Present — His Worship the Mayor (Cr Alf Fraser), and Crs T. Westwood, J. W. Walsh, A. S. Easton, P. Hennessy, W. Purcell and W. B. Rhodes. The minutes of the last monthly meeting, and also the minutes of several special meetings were read and confirmed. The inward and outward correspondence was then read. At the request of the Mayor it was decided to take all the correspondence relating to the "Wirokino Bridge in committee after the ordinary business had been dealt with. Proposed by the Mayor, seconded by Cr Purcell, That the business people of Foxton be requested to observe 23rd February as a holiday in place of the usual weekly half-holiday, that being the day of the grand quick-step contest of bands at Palmerston North. On being put to the meeting, the motion was lost. For — the Mayor and Cr Purcell; against, Crs Westwood, Hennessy, Walsh, Easton and Rhodes. Cr Westwood presented a petition signed by 19 ratepayers protesting against tfie resolution passed at a former meeting fixing the dog-tax at 10s. After some discussion Cr Westwood proposed, and Cr Rhodes seconded, That ther 'resolution fixing the dog-tax at 10s passed by this Council on Dec. sth be rescinded; and that the fee be 7s 6d, but if paid within thirty days from date a reduction of as 6d be made. Carried. Proposed by Cr Westwood, seconded by Cr Rhodes, That the report of the Works Committee be accepted, and the following recommendations only be adopted : (1), that a pipe be driven and a pump be fixed at the Cemetery well; (2), that the toolhouse be shifted ; (3), that tenders be called arid considered at next general meeting for cleaning out drains, and that notices be given to remove gorse, etc. Carried. Proposed by Cr Easton, seconded by Cr Putcell, That the Public Works Committee be instructed when calling tenders ft# drains in the Borough to have a proviso inserted that all drains be cleaned out to their original width and deptlf. Carried. Proposed by the Mayor, seconded by Cr Jfennessy, That the Town Clerk wrijel to the Manawatu County Council, and draw their attention to the fact that the slaughterhouses of Messrs $£&ton and Walsh & Howan are witjiin the distance set out in 11 The Slaughterhouses Act, 1877 and 1894," and the fees are due and payable to this Council since its incorporation, and to request a refund of same, Carried/ Proposed by Cr Rhodes, seconded by Cr Westwood, That this Council appoint Constable Forster as an inspector uijder "The Adulteration Prevention Act of 1883 and Amendment, 1890. Carried. Proposed by the Mayor, seconded by Cr' Purcell, That all rates outstanding on 6th March be sued for without further notice, and^ that an advertisement to this effect be inserted in the Herald. Carried. Propped by Cr Westwood, seconded by Cr Rhodes, That no rent be charged to Mr W. Purcell on his Borough Reserve lease till February Ist, 1599, on account of the fencing contracjt not having been completed. Carried. Proposed by Cr Hennessy, seconded by Cr Westwood, That the piece of land mentioned in report be offered to Mr A. S. Easton for the sum of £6. Carried. Proposed by the Mayor, seconded by Cr Westwood, That the Town Clerk be requested to write and convey the thanks of this Council to the proprietors of " The Daily News," " Budget," New Plymouth ; " The Record," Inglewood ; and " The Egmont Settler," Stratford, for their issues of free papers to the Public Library, and that application be made for free papers for the Public Library to Carterton, Masterton, Auckland, Christchurch, Dunedin and Woodville. Carried. Proposed by Cr Westwood, seconded by Cr Hennessy, That the clerk be instructed to have large notices posted in conspicuous places in the Reading Room that " No smoking be allowed," and " Silence " be maintained. Carried. Proposed by Cr Hennessy, seconded by Cr Purcell, That the clerk be instructed to have the lamps complained of by Mr Chamberlain repaired. Carried. The monthly accounts amounting to £80 15s 3d were passed for payment on the motion of Cr Westwood, seconded by Cr Rhodes. • Proposed by the Mayor, seconded by Cr Easton. That the Town Clerk write to E. S. Thynne, Esq., first Mayor of Foxton, and convey to him and his family the sincere and heartfelt sympathy of this Council in their recent bereavement. Carried. Proposed by the Mayor, seconded by Cr Hennessy, That the Council express its sympathy with Cr Westwood in his recent loss by the burning of his house and furniture. Carried. Proposed by the Mayor, seconded by Cr Hennessy, That this Council request that the balance of money borrowed by the Manawatu County Council for Beach Road be expended in claying same. Carried. The Council went into Committee and spent some considerable time dis« cussing the Wirokino Bridge question, and then adjourned.
