SIR CHARLES DILKE'S OPINION.
Speaking at Gloucester, Sir Charles Dilke said Lord Salisbury's instruotions to the British Minister at Pekin to do nothing to cause the dismemberment of China or to give tbe other Powers an excuse for dismemberment would probably increase the obstinate conservatism of the Chinese.
