Commenting on the President's Menage to Congress, in which h u -•aid that the N ; oaragua Canal was an indispensab'e necessity, and if was also imperative that the Uuited States should control it, the Times says that if the proposed canal is openpd to all nations it will not be oecespary for Great Britain to insist on the treaty entered into in July, 1850, by Sir H. L. Bulwer, on bhalf of Great Britain, and Mr Chyton, for the United States Government, under which neither country should obtain exclusive control over the proposed ship canal through Oen:tal America, or erect my fortifications in any part of the country.
