The Hon/ John D. Long, Secretary of the Navy, is mobilising the American warships pending the decision of Spain with regard to the Philippines.
An American -European company, with a capital of 400,000,000 dollars proposes to lease the Philippines from whoever may be declared owners of the group, and to make Prince Henry of Prussia Governor.
The Philippine insurgents have blockaded Iloilo, an important town in the island of Panay. The residents have appealed to the Commander of the American foroe for assistance.
Seven thousand Spanish forces surrounded General Bianco'a palace at Havana, clamouring for arrears of piy. General Blanco telegraphed to Madrid for 80,000,000. pesetas. This pacified the soldiers for a time aud the ringleaders were arrested.
Cannon were placed in the atraets of the town, and manned by picked troops.
American warsbip3 will probably be sent to Havana.
Ssnor Sagasta, the Premier, is making desperate efforts to raise the £150,000 asked for by General Blanco, in order to liquidate the arrears of pay of the army in Cuba.
