THE WIROKINO BRIDGE.
WARRANT FOR COKSTRUCTION TO BE
ISSUED.
The Council went fully into matters concerning the erection of the above bridge, and all the correspondence relating thereto was dealt with. The Mayor said that a further subsidy of £500 had been passed on the supplementary estimates, which made a total of 4*1500 now granted by Parliament, and as that amount could not possibly be spent in the time that a further grant wouid be available, he thought that no time should be lost in putting the matter in hand. While in Wellington he interviewed the Undersecretary, Mr A. Barron, and he had informed him that a warrant from the Governor-in-Council was the only thing needful, but which should not stop them proceeding with the work. He had asked for something definite from Mr Barton to be able to place before the meeting that night, and had that evening received his reply. . He then made the following report tr— Gentlemen — I have the honor to report that as requested I proceeded to Wellington and interviewed Mr J, Stevens, M.H.R., and together we interviewed Mr Barron re warrant, and to our astonishment he said he had not received any letter and copies of resolutions from the Horowhenua and Manawatu County Council agreeing to each pay one-third of the cost of construction said bridge. But we got over the difficulty by writing but fresh copies of letters together with another fresh application for the issue of a warrant. I handed the documents myself to Mr Barron, Under-Secretary for Lands, and I have his assurance that everything is in order, so that I n consider we are quite justified in callIng for tenders. J. R. The Mayor then read the telegram he had that evening received from Mr Barron, which was as follows :~ " Have been unable to obtain signatures to warrant for a the Wirokino Bridge, but think this need not delay your operations as signatures will be obtained soon as practicable. A. Barron, - Under- Secretary." ; The following resolutions were put to the meeting and unanimously carried, the Mayor remarking that there would still be a large amount of work for his successor in connection with this matter. Proposed by the Mayor, seconded by Cr Hennessy, That the Town Clerk be authorised to interview Mr Pavies with reference to the appointment of Mr Fulton, C.E., as engineer of Wirokino Bridge, arid request his Consent thereto. Carried. Proposed by the Mayor, seconded by Cr Hennessy, That. Mr Fulton, C.E., be engaged to carry out" the work of building traffic bridge at Wirokino on the terms set forth in his letter of November sth, 1898, subject to the approval of John Davies, Esq.,. the representative of the Horowhenua County Council. Carried. Proposed by "the Mayor, seconded by Cr Hennessy, That Mr Fulton be authorised to call for tenders for building traffic bridge at Wirokino. as p^f plans and specifications prepared by him, and that advertisements be inserted in the two local papers, Wanganui Herald, Evening Post and New Zealand Times, and that tenders be in by the next ordinary meeting of this Council. Plans and specifications to be open for inspection at the Borough Council office, Foxton, and Mr Fulton's residence, Wellington, the lowest <(li' any tender not necessarily accepted. Carried. Proposed by the Mayor, seconded by Cr Hennessy, That the Town Clerk be recommended to Mr Fulton, C.E., as Inspector of Works during the building of the Wirokino Bridge. Carried. OTHER\ BUSINESS. The Public Works Committee's R«Wi port was adopted on the proposition of 1 Cr Purcell, seconded, by Cr Rhodes. The accounts, amounting to £89 as 4d, were passed for payment. The Treasurer's, Report was read. Proposed by Cr Hennessy, seconded by Cr Fraser, That the usual honorarium of ten pounds pet annum to His Worship the Mayor be passed for payment. Carried. Proposed by Cr Rhodes, seconded • by Cr Fraser, That the opinion of this Council's solicitor be obtained with regard to street shown on the mapjrf Foxton, but not yet taken over bytte Council. Carried. w Proposed by the Mayor, seconded by Cr Purcell, That ten per cent be
charged on all rates unpaid on the. tenth day of December next, 1898. Carried. Proposed by the Mayor, seconded by Cr, Fraser, That the Public Works Committee and clerk obtain supply of voucher forms. Carried. Proposed by the Mayor, seconded by Cr Purcell, That the town clerk (Mr Chapman) be authorised to sign cheques as Treasurer, and that his signature be forwarded to the Bank of New Zealand, Foxton. Carried. Proposed by Cr Westwood, seconded by Cr Fraser, That a copy of the " Handbook of Local Government Law in New Zealand I .' be obtained. Carried. Proposed by Cr Fraser, seconded by Cr Rhodes, That ranging on Borough roads be suspended for the months of November and December between the hours of 6 a.m. and 6 p.m. Carried. Proposed by Cr Hennessy, seconded by Cr Purcell, That the clerk be instructed to write to the Foxton Harbour Master and inform him that a white pine log is sunk at the lower end of the Foxton wharf, and is within 3 feet 6 inches of surface at low water, arid request him to see to it at once. Carried. Proposed by Cr Fraser, seconded by Cr Rhodes, That the Cricket Club be voted 10s, part cost of mowing Victoria Park Reserve. Not carried. — For, Crs Fraser and Rhodes ; against, The Mayor, Crs Hennessy, Purcell and Westwood. The Council then adjourned.
