New York, Aug. 13. — The hearty goodwill towards England is shown by the papers in commenting upon the diplomatic struggle with Russia. That the latter Power has heavily scored in the game as it stands is incontestable. The " open door " has been slammed in the face of Britain, says the " Tribune," and the commercial interests of America, as well as England, are seriously menaced. •' All commercial nations are waiting," says the " World," to see what England will do. In the political game against Russia she has been called, and seems TO STAND TO LOSE." The " New York Times " says : — 11 Britain must accept the loss of trade with the North of China or compel Russia, by force of arms, if need be, to a practical recognition of her trading rights." "the " Herald " says that the Philippines must be held by the U.S.
