<*- The telegram published by the " Times " in reference to the railway concessions to Russia, coining on top of yesterday's debate in the House of Commons upon the absence of skilful diplomacy in dealing with China, has moved public opinion. ! The newspapers this morning publish severe comments. It ig stated that France contributed I £3,000,000 and Belgium £2,000,000 toward •> the construction of the Pekin-Hankau line, and that the contract includes a secret clause providing for the extension of the railway to Canton. ' It is reported that Franoe has obtained a lease of land in tht Mantas district, Fooohow, And the right to repair warships in the Fooohow ; dockyard. The Belgian Minister at Fekio | has informed the TaoDg-li-Yamen that the French and Russian Ministers will join with him in urging a disregard of a British attempt to prevent the ratification of the Pekin-Hankau railway agreement. The Times expects the agreement will be ratified forthwith.
