In the House of Lords the Irish Local Government Bill was passed through committee practically without alteration. Lord John Elliott-Murray-Kynyn-mond, the fourth Earl of Minto, will succeed Lord Aberdeen as GovernorGeneral of Canada. The Prince of Wales' condition is quite satisfactory. The Times says that if the Powers will not accept the M ,open door " policy in China, it will be better to concentrate British energies in safe guarding the regions where her interests are greatest.
