RUSSIAN INTERVENTION.
Several vessels belonging to the Russian volunteer fleet are being retaiucd at Vadivogtock and Fort Arthur to support Russian interven don at the Philippines. Thirty five provincial associations and 18 local newspaper proprietors have signed the Catalonian manifesto in favour of peace. News has been received that the ■ American cruiser Marblehead narrowly escaped destruction by the explosion of a submarine mine off '"Wmsmera, 40 miles east of Santiagode Cuba.
