An impression prevails in Singapore that the Geaman Government has designs upon the Sulu Archipelago a group attached to the Ppilippines (between them and Borneo) and under Spanish protection, bat administered by native rulers. Four German warships are now at the Philippines, with 8000 seamen aboard.
